Project details presented by Camille Maxwell of CNVDC.  Presented the photo documentation of interior/exterior degradation, history, and neighborhood context.  CM Hairston is in support of the demolition.  Property is currently owned by the State of Ohio. Site will be graded and seeded once the building is demolished.  Initial discussions are to split the vacant property between the childcare center and residential homeowner.

  • Is the adjacent daycare center in the commercial or the residential building?
  • Is there a rating system that has been developed to help make the demo decision easier?
  • How prominent is this building within the context?
  • Does the state have any responsibility to maintain the building or board it up?
  • Is the proposal to demolish the main building and garage? Yes
  • What is the focus of the CDC right now considering its expanded service area?
  • Can this site become a pilot mothball site for the CCLRC to restructure their funding and rehab programming?
  • Who is the contact person for the State?  Does the State have more properties in this condition?  What is coming down the pipeline from the State's inventory that is in the current CNVDC service area?  More information needs to be gathered to help the Committee to understand the impact of future/potential demolitions.
  • Can this demo be tabled until all the parties are available for the presentation?
  • Is the building currently secured?

 

Karl Brunjes is available to speak to the history and current condition of the building.  He shared that a lot of the issues with this building are due to the fact that the building was not correctly mothballed.  It is not currently a landmark, but it is eligible due to its age.

 

The business owner from the childcare center is in attendance and stated that some of the glass from the subject building has fallen into her playground area in the past.  She is in support of the demolition.

 

Motion to table the demolition for six (6) months. During this time, the State should be securing the building and any others in their inventory that fall within the greater CNVDC service area, inquiry on what services will the CCLRC be able to provide in the future with their restructured funding.  The Committee is available to meet outside of scheduled design review meetings to have a broader dialogue as part of a working group.

Project presented by Camille Maxwell of Greater Collinwood-Nottingham Development Corp and Jim Maher of CCLRC.  Presented details on the goals of Greater Collinwood as a development corporation.

  • How can the surrounding neighbors be encouraged to take on the land once the building is down.  Per C. Maxwell, the adjacent business owner is interested in the lot and wishes to expand.
  • Is the daycare going to return for the fencing because the current fence goes to the building.  Once the building is down the playground will no longer be enclosed.  Is the daycare prepared to enclose the play area.
  • Has there been any effort to catalogue the State Owned forfeiture properties within the CDC service area.
  • There has to be something done as a development community to preserve the integrity and historic fabric on the neighborhood.
  • Does the County have a mothball program?
  • Is there funding available for the actual demolition of this property?
